The Hampton Review

On 19th March 2010 the Hampton Review Team published its review of the FLA’s regulatory role and relationships with its stakeholders.

We welcome:

  • the recognition of our positive achievements;
  • the constructive suggestions for our future development; and
  • the emphasis on the importance of the proposed extension to our remit.

We have already established a working group to consider the Team’s recommendations and, where appropriate, to review our procedures.

Consultation On Safety Certification Under the Safety Of Sports Ground Act 1975

A consultation launched on 1 February 2010 invites interested parties to comment on a proposed new form of less directive safety certification based on risk assessments and the production and implementation of an operations manual by the ground management.

Analysis of Spectator Injury Statistics for the 2008/09 Football Season

The latest set of statistics regarding the number of reported injuries to spectators at football grounds in England and Wales are now available. The raw data, provided by all Premier League and Football League clubs (plus Wembley and the Millennium Stadium), covers every competitive first team league and cup game.

Board Member reappointments

The Minister for Sport has reappointed Julie Summerell and Brendon Batson MBE as board members of the Football Licensing Authority. Their second terms run from 8 January 2010 for the three years to 7 January 2013.

Working in Safety Advisory Groups

Dates for the next round of The Working in Safety Advisory Groups course have recently been announced.

The course, run by the EPC, in conjunction with the FLA, aims to provide definitive guidance on the work of safety advisory groups. The course is run regularly through the year, according to the level of demand. We believe it will be of great value not merely to new SAG chairs and members but also to those who have been chairs, attended or advised SAGs for some time. It will offer the opportunity both to listen to the experts and to explore issues with them, as well as with, fellow SAG members.

Public Safety at Sports Grounds and Events

Dates for the next round of Public Safety at Sports Grounds and Events course have recently been announced.

Are you responsible for public safety at sporting venues? Do you manage crowd situations at sports events? If so, this new course is for you. Delivered in partnership with the Emergency Planning College this event is for venue operators, events organisers, safety and security professional, the emergency services, local authorities and voluntary and commercial organisation.

New European Standard for spectators with special needs

The CEN (European Standards) Secretariat recently confirmed that the Technical Report: CEN/TR 15913:2009 Layout criteria for viewing area for spectators with special needs (which will be available in English, French and German) had been approved following a vote of all 30 member nations.

Home Office Circular No. 97/1988 - We are aware that advice has been circulated to a large number of local authorities by Cumbria County Council suggesting that the Statutory Guidance in Home Office Circular No 97/1988, issued by the Secretary of State under the provisions of sections 26(8) and sections 34(2) of the Fire Safety and Safety of Places of Sport Act 1987 (1987 Act), has been “repealed” by the Regulatory Reform (Fire Safety) Order 2005.  

It has been confirmed by the Department for Culture, Media and Sport that the advice circulated by Cumbria County Council is incorrect.  The advice contained in Home Office Circular 97/1988 must continue to be applied by local authorities when determining if a stand is a “regulated stand” for the purposes of the Fire Safety and Safety of Places of Sport Act 1987.

CCTV code of practice - The Information Commissioners Office has recently issued a revised guidance which provides good practice advice for those involved in operating CCTV and other devices which view or record images of individuals.
