Although this guidance is specifically addressed to the local authorities responsible for the safety certification of sports grounds at which designated football matches are played, it will also be of value to all local authorities that exercise this function under the Safety of Sports Grounds Act 1975 ("the 1975 Act") and the Fire Safety and Safety of Places of Sport Act 1987 ("the 1987 Act). It distils current good practice as developed by local authorities around the country over the past few years. It collates the various interpretations of the legislation and its attendant Circulars given by the Department for Culture, Media and Sport ("DCMS") or by the Football Licensing Authority (" FLA").
The legislation and some of the Circulars referred to in this guidance are binding upon local authorities. The guidance itself provides local authorities with the necessary information to enable them to take reasonable decisions in each individual case having considered the particular facts on their merits. It is given in good faith but does not purport to cover every eventuality.
