Under the provisions of section 13 of the Football Spectators Act 1989 the Football Licensing Authority is responsible for keeping under review the discharge by local authorities of their functions under the Safety of Sports Ground Act 1975 at Wembley Stadium, the National Stadium Cardiff and all Premier and Football League grounds.
Section 13 of that Act also provides the Football Licensing Authority with the power to require a local authority to amend the terms and conditions in a safety certificate for any of the above venues.
However, our philosophy is to proceed by persuasion and to only exercise our powers as a last resort.
